HOA Board Meeting 2023-10-16

Meeting called to order at 6:00PM
Andrew, Tim, Dan, Heidi, Kristen and Heather were in attendance

  1. Finalize the parking issue: What if offending household parks again in visitor spot
    • Board should not have to constantly walk around and police the visitor parking spots.
      • Will respond if board is notified and will respond according to BWCA rules & regulations, as listed on website.
        • Offending household has been notified about parking rules, at what point should the vehicle be towed? After a single infringement, leave note that the vehicle will get towed at next infringement.
  2. Discuss the pet sign/newsletter?
    • Heather will get a sign laminated and post to mailboxes and post in the front sign to the Cluster
      • Will include with future letters mailed to Cluster homes
  3. Landscaping update from Kristen’s meeting/next steps about the erosion problem next to 1663
    • Recommendation received
      a. Dig up some of the hill, put down a plastic sheeting with gravel on top (“french drain system”). Quote is $6700
      b. Images received as example work
      • Andrew will get additional vendor quotes
  4. FFX Application for grant for EV charging station
    • Grant would give $5000 towards level 2 charging stations
      • Board has still not received pressing requests/demand for a charging station
        • Would take away a visitor parking space
          • How would payments be handled?
            • Insurance may increase
              • Upkeep to keep it operational and regular maintenance would be required
  5. Vote in the new parking document/rules
    • New document looks good. Update website. Unanimous agreement from board to adopt
  6. Discuss updates from lawyers and status of things.
    • Need to get update regarding interaction with RA about tree coverage cost recoup
      • Abandoned house
        a. Pictures have been taken of house, broken screens, tree that is growing through deck, unkept bushes
        b. Signs of termite damage
        c. Will contact lawyers about if any kind of cleanup by BWCA may help the case or not to get the property properly dealt with.
  7. Pickleball email follow up
    • Received an email from another resident of Reston who is fighting against Reston Association from installing additional pickleball courts in Barton Hill off of Sunrise Valley Drive. He is interested in partnering with other Clusters in Reston who are having to live with and deal with the noise from the courts for most of every single day.
      • Will reach out to a neighbor in our Cluster who has a vested interest in this effort.
  8. Fall newsletter
    • Updates to light poles. Parking rules. Pet notice. Will send out once we get dates set for the light poles.
  9. Light pole project
    • Quote received for remainder of work has been approved
      • Vendor is working on receiving materials
        • ETA may be 3-ish weeks before concrete bases installed, 3-5 additional weeks before install of lights
